Title: Physical Security Program Manager (Surveillance and Detection)
Work Location: A Federal Government Facility in Bethesda, MD
Work schedule: Full Time On-Site - 40 hours/week- 5 days per week. Monday through Friday, excluding federal holidays.
Seeking Physical Security Program Manager (PM) to manage Surveillance and detection Services for a Federal facility in Bethesda, MD. The PM will be responsible for the coordination and completion of all contract administration, reports, work requirements, special orders, and other duties as required by the Government. The PM will have responsibility and authority for the successful performance of all aspects of a government security contract. The PM will supervise and manage a team of Surveillance Detection Officers (SDO) and Supervisors for 24x7x365 days operations at a major Government facility located in Bethesda, Maryland.
Duties
- Trains, schedules, and supervises SDOs.
- Generates, and maintains duty documents, forms, logs, and reports.
- Implements disciplinary action in accordance with security department disciplinary guidelines.
- Responsible for ensuring SDOs are meeting mandatory training standards.
- Update daily shift paperwork and required documents.
- Reports to the COR and Contractor in matters relating to this contract.
- Maintain open communications with the COR and Security Department key personnel to ensure that the services provided meet the required standards.
- Assist in the development and implementation of new or revised departmental policies and procedures.
- Conducts research and prepares reports pertinent to these programs and projects.
- Coordinates and supervises subordinates in an efficient and effective manner.
- Assist in the management of budgets by actively monitoring and maintaining personnel, equipment, and operating expenditures within established limits.
- Manage all Supervisors and Officers assigned to the contract.
- Schedule/coordinate training to ensure officers follow contract requirements.
- Ensure Supervisors and Officers are providing excellent customer service.
- Maintain excellent working relationships with all agency representatives, including CO, COR, etc.
- Promote a positive work environment and keep staff morale high.
- Responsible for performance appraisals in conjunction with Team Leads.
- Maintain tight control over company equipment and equipment inventory.
- Ensure contract modifications are executed in a timely manner.
- Manage time charging activities and coordinate with Payroll.
- Manage OT and the overall P&L for the contract.
- Ensure compliance with policies and procedures governing the contract, including all HR related policies.
- Enforce client and/or governing agency security rules and regulations.
- Take appropriate disciplinary actions on employees.
- Compiles weekly site reports to be forwarded to Corporate Headquarters.
- Responsible for conducting weekly meetings with the Quality Control Manager for guidance and contract compliance.
- Prepare investigative reports on all thefts and security related matters.
- Conduct interviews of potential new hires and transfers
- Assign and reassign Contractor personnel as needed
- Conduct employee evaluations and performance reviews Scheduling
- Coordinate schedules for guard force
- Develop staffing contingency plan Training
- Conduct new Hire Orientation
- Provide on the job training
- Coordinate initial training and annual refresher training Communication
- Be available for consultation by telephone or text messaging within 30 minutes of receiving such message.
- Be available for consultation 24 hours a day, seven (7) days a week.
- Ensure that all calls received from the COR are responded to within 30 minutes.
Qualifications
- Required to have and maintain an active 'Secret' Level security clearance
- Shall possess a minimum of five (5) years of experience in law enforcement, security, or a combination of experience with a minimum of two (2) years of supervisory and/or project management experience.
- Shall possess at least 2 years of experience managing 25-30 unarmed security personnel or law enforcement officers
- Shall possess a bachelor’s degree, BS/BA in Criminal Justice, Law Enforcement, Security Management, or related field.
- Shall demonstrate the capability to maintain an efficient work force while supporting the company’s security objectives.
- Shall be able to communicate in English, demonstrate proficiency with a computer and basic applications including Microsoft Office Suite
- Possess a working knowledge of security procedures,
- Must be able to read, speak and understand English language fluently.
- Must be proficient with Microsoft Office (Word, Excel, and PowerPoint), Internet and E-mail.
- Must have the ability to prepare detailed written reports and fill out forms.
- Have experience working with Union contracts a plus.
- Must be able to pass FBI background investigation and polygraph examination for required security clearance.
- Shall have a positive attitude, excellent inter-personal skills, be insightful, problem-solving abilities, and the ability to prioritize competing situations in the best interests of government facility and its beneficiary population
