MASY is currently seeking a highly skilled Proposal Manager with heavy technical writing experience and expertise in the defense consulting industry. This role will require not only the ability to lead the management and execution of Request for Proposal (RFP) and other solicitation responses, but the ability to develop compelling, high-quality, and differentiating content. The ideal candidate will have a strong understanding of the government proposal process, as well as the organizational and project management skills needed to ensure timely and successful proposal submissions. Responsibilities also include ensuring that proposals are strategically aligned, well-organized, and meet all client and regulatory requirements.

The successful candidate will be expected to balance multiple priorities while meeting deadlines and working independently. If you are a proficient technical writer with a background in defense industry proposals and are committed to producing high-quality, compelling content, we want to hear from you.

Key Responsibilities:
  • Proposal Writing & Editing: Write clear, persuasive, and technically accurate proposal sections, translating complex technical concepts into easy-to-understand language for varied audiences.
  • Proposal Management: Oversee the entire proposal development lifecycle, from initial planning and scheduling to final submission, ensuring the process runs smoothly and efficiently.
  • Coordinate Proposal Teams: Lead and collaborate with cross-functional teams, including technical experts, designers, and business development personnel, to collect the necessary information and produce high-quality content.
  • Develop Proposal Strategies: Work with senior leadership and stakeholders to define proposal strategies, themes, and win strategies that align with client needs and business goals.
  • Research & Data Analysis: Conduct thorough research on client needs, industry trends, and competitor offerings to create tailored, compelling proposals.
  • Client Engagement: Engage with clients during pre-proposal meetings to gather detailed requirements, clarify expectations, and ensure alignment between proposal content and client objectives.
  • Proposal Scheduling & Deadlines: Develop and manage proposal timelines, ensuring all milestones and deadlines are met throughout the process.
  • Document Management: Maintain an organized system for proposal documents, ensuring all materials are properly version-controlled and easy to access.
  • Quality Assurance: Perform thorough quality checks to ensure that technical content is accurate, consistent, and compliant with client specifications and industry standards.
  • Compliance & Regulations: Ensure proposals meet all necessary regulatory requirements, compliance standards, and technical specifications for defense contracts.
  • Collaboration with Design Teams: Work with graphic design teams to ensure that visual elements of the proposal complement the technical and strategic content, creating cohesive and professional presentations.
  • Final Proposal Review: Manage the final review process, ensuring all proposal components are polished, complete, and ready for submission.
  • Proposal Presentation: Assist in preparing and delivering presentations of proposals to internal stakeholders, including senior management or the executive board.
  • Post-Submission Support: Provide support in post-submission activities, including addressing client inquiries, preparing clarifications, and helping to refine proposal content for future submissions.
Requirements:
  • Educational Background: A Bachelor's degree in Journalism, Communications, English, or a similarly related field.
  • Experience: Minimum of 3 years of experience in proposal writing and management, preferably within the defense consulting industry.
  • Proposal Management Expertise: Proven ability to manage complex proposal processes from start to finish, including coordinating teams, managing timelines, and ensuring all deliverables meet client and internal expectations.
  • Technical Writing Skills: Strong experience with technical writing, especially within the defense sector, and an ability to communicate complex technical concepts clearly.
  • Familiarity with Defense Industry Standards: In-depth knowledge of the defense consulting industry, including relevant regulatory and compliance requirements.
  • Software Proficiency: Proficiency in Microsoft Word, SharePoint, Adobe, and other word processing and document management tools. Experience with proposal management tools is a plus.
  • Communication & Collaboration Skills: Exceptional written and verbal communication skills with the ability to lead teams, interact with clients, and collaborate across departments.
  • Attention to Detail: High level of accuracy and attention to detail, especially when managing large volumes of technical content.
  • Organizational Skills: Strong organizational skills and the ability to manage multiple deadlines in a fast-paced, dynamic environment.
