Job Summary

This position is established to administer and coordinate Quality Assurance (QA) and Quality Control (QC) functions, including comprehensive data audits, within the Remediation Division at the Minnesota Pollution Control Agency (MPCA). The Data Quality Assurance Coordinator is tasked with providing specialized subject matter expertise and making data-driven recommendations regarding data integrity and quality across multiple programs withing the division. This role encompasses offering advanced technical guidance on various analytical methods and representing the division in discussions related to analytical precision and accuracy. Additionally, the Data Quality Assurance Coordinator plays a pivotal role in ensuring cross-divisional coordination and consistency, facilitating seamless communication and collaboration across various divisions at the MPCA, while upholding the highest standards of data quality and data integrity. Furthermore, the Coordinator is responsible for leading and assisting in the meticulous review and approval of Quality Assurance Project Plans (QAPPs) within the EQuIS Data Qualification Module (DQM) for the Remediation Division, ensuring compliance of regulatory and internal standards.

Qualifications

Minimum Qualifications

Three years of professional experience managing environmental data; querying databases; performing quantitative analysis, spatial analysis, statistical modeling; and analyzing and reporting on data.

OR

Bachelor's degree in Hydrology, Geology, Geoscience, Chemistry, Environmental Science, Statistics or a related natural sciences field, with a strong foundation in environmental and natural sciences with 2 years of professional experience managing environmental data; querying databases; performing quantitative analysis, spatial analysis, statistical modeling; and analyzing and reporting on data.

AND

Strong written and verbal communication skills, including experience communicating and collaborating with others in a work environment.

Preferred Qualifications

Experience assessing, measuring, and documenting the validity, reliability, and completeness of large and complex data sets.

Experience working with environmental sample collection and data review.

Experience manipulating and managing large datasets with diverse approaches and tools.

Experience identifying and extracting factual information from a variety of sources to produce clear, concise analysis and reports.

Advanced knowledge of EarthSoft EQuIS Data Qualification Module (DQM) including DQM QAPP and familiarity with DQM data checks, accuracy, relative percent difference, and radio chemistry.

Ability to assess program needs for environmental chemistry methods, detection limits, quality assurance, and data reporting.

Ability to develop data audit programs and strategies to identify data trends, anomalies, and risks in data sets.

Possess an understanding of environmental remediation programs (Superfund, Petroleum Remediation, Brownfield, Closed Landfill).

Knowledge of Federal and State regulatory framework and their applicability to data projects.

Problem-solving skills sufficient to capture business needs and recommend adjustments based on data analysis.

Physical Requirements

Requires occasionally lifting and/or carrying. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
